About FREI

FREI Free Energy Innovations is a recently established company founded by Eng. Franco Cancellieri to allow young technicians to carry out important works, mainly in the field of electricity, thanks to the experience that the parent company boasts for constructions and plants built mainly in Libya.

FREI S.r.l. is the direct successor of FREI S.p.A., a company founded nearly fifty years ago by engineers Virgilio and Franco Cancellieri. Since its origins, the company has specialized in the development and construction of major infrastructure projects, including diesel power plants, electrical energy distribution systems (high, medium, and low voltage), sewage treatment facilities, and submersible pump wells for agricultural irrigation systems, particularly in Libya.

Today, FREI S.r.l. maintains its family-owned identity, under the leadership of Engineer Franco Cancellieri, who is gradually handing over the company’s direction to the next generation—his sons, Carlo and Claudio.

Franco Cancellieri, an electrotechnical engineer, brings decades of experience in electricity production, MV/LV distribution networks, and project execution in North Africa, especially in Libya since the early 1970s. Over the years, he has built strong technical and commercial partnerships with leading companies in the electrical engineering sector, including —but not limited to— BROWN BOVERI, ABB, ALSTHOM, and MERLIN GERIN.

With a legacy of excellence and a vision for innovation, FREI S.r.l. continues to evolve while remaining rooted in the values of competence, reliability, and long-term partnerships.

Fields of Expertise

FREI brings together a team of professionals with extensive experience in the design, development, and execution of complex engineering projects in the energy and infrastructure sectors.

Our expertise spans several key areas:

  • Power and Renewable Energy
We operate in the fields of thermal, mechanical, and electrical power systems, with consolidated know-how in renewable energy solutions such as photovoltaic, wind, and hydroelectric technologies.
  • Technological Systems
We design and implement advanced lighting systems for sports facilities, including football fields, tennis courts, cycle paths, and swimming complexes.
  • Sustainable Technologies
We develop projects for the production of green hydrogen using renewable sources, and for water treatment plants, including applications in energy storage, seawater desalination, and low-emission power generation using hybrid hydrogen-methane engines with catalytic filtering systems.

In addition to our technical capabilities, we manage the full procurement process, from sourcing materials and equipment to handling contracts. We also execute construction activities related to our energy projects—often in joint ventures with reliable and highly skilled partner companies.

Libya – Ministry of Agriculture

Over several decades of activity in Libya, our team successfully carried out a wide range of infrastructure and energy projects, particularly in the agricultural and energy sectors. These projects demonstrate our long-standing expertise in delivering energy and water infrastructure solutions in complex environments and under challenging conditions.

– Wind-to-mechanical energy systems using 2–5 kW Vivarelli-type rotors with piston pumps and hybrid wood-steel mechanical transmissions.

– Diesel power generation with multiple gensets powering stations from 0.5 to 2 MW.

Construction of medium-voltage rural power lines (11 kV) on wooden poles for agricultural energy distribution.

– Well water extraction systems for irrigation in remote areas.

Implementation of gravity-fed irrigation systems and artificial rainfall technologies.

Development of a pumping station with 5 × 200 HP units and automated flow regulation, supplying purified wastewater from Tripoli’s sewage treatment system for large-scale agricultural irrigation.
